DAILY DUTIES / RESPONSIBILITIES:
The South Carolina Department of Health and Human Services is seeking a consultant to act an IT Healthcare Consultant-Quality Assurance Consultant. This consultant must be a skilled professional with a deep level of testing management and governance experience who can work independently and alongside project team members, State agency representatives and all impacted Third Party vendors. The role will continue to improve and support the SCDHHS TCOE Governance structure by leveraging formal continuous improvement techniques and causal analysis. This role will also provide auditing and compliance audits for all projects to insure the delivery of high quality systems. The following duties will apply for this Quality Assurance Consultant position:
• Responsible for the testing governance for monthly releases, small enhancements and major projects to ensure compliance to the SCDHHS TCOE standards
• Assist SCDHHS with the strategy, configuration, implementation, and standardization of the agency selected Application Lifecycle Management (ALM) framework, tools, and environments
• Manage and monitor the regression and performance test documentation, SDLC documentation and risk related materials.
• Define, implement, and evangelize best practices, processes, and policies which are established internally and by applying industry best practices.
• Re-enforce adherence and consistency within and across SCDHHS departments through audits
• Become the "Trusted Advisor" for both OIM and business partners in the quality assurance arena.
• Oversees the Test Planning Resource Estimation & Allocation Request 
• Ensures appropriate allocation of Testing Resources for project coverage
• Approves the "High Level" and "Detailed" Test Estimates from both vendor led and internally led projects
• Develop, execute and maintain a Test Management Plan; 
• Develops Test Resource utilization & capacity metrics.
• Maintains the TCOE framework and repository to ensure processes, procedures, and templates are current and in accordance to the SCDHHS PMO Governance standards
• Estimate the testing to be done and negotiate with management to acquire the necessary resources;
• Recognize when test automation is appropriate, plan the effort, select the tools, and ensure training of the team;
• Ensure test environments and test data are in place before test execution and managed during test execution;
• Acts as liaison between State and vendor with testing activities;
• Resource management (allocation, monitoring, motivating etc.); coordinates all activities and all testers related to and during all applicable testing strategies;
• Co-operates with the State and project team(s) as required; maintains awareness of testing alternatives at a level where they can be analyzed and the most effective testing strategy selected and agreed;
• Provide progress/status reports on testing activities to Management;
• Ensures that any risks associated with the selected test strategy and the test plans are clearly documented and described to the State and project team(s). Manages all risks associated with the testing and takes preventative action when any risks become unacceptable
• Plans, arranges and controls meetings and relations with the State and project team(s) during test planning and throughout subsequent development and testing activities. Takes responsibility at a high level for the proper conduct of such relations
• Provides oversight/approval of vendor unit/system integrated test plans and test results
• Provide guidance on the preparation/review of test plans
• Provide guidance on the preparation/review of test scripts/scenarios
• Preparation/review of test reports
• Checking progress against targets, reporting as necessary and taking action to resolve exceptions
• Train and mentor a testing team of professions with the appropriate testing management 

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• 10 years' experience industry knowledge of Software Testing theories, best practices, and test execution
• 10 years' direct experience with executing and delivering TMMi Assessments
• Working knowledge of the CMMI OPF, OPD and PPQA process areas
• Experience with Atlassian tool suite, specifically Confluence, Jira and Konoah or similar Test Management tool
• IBM Performance Tester or similar tool
• Must be proficient with Capture/Playback automation tool and methodologies. 
• Must be proficient with performance tuning & monitoring of enterprise applications.
• Supervision of Business Analyst/SME Testers
• Demonstrates ability to understand software requirements
• Demonstrates leadership skills on a regular basis
• Demonstrates effective communication, both orally and in writing, with subordinates, colleagues,
clients and customers at all levels, both formally and informally
• Demonstrates ability to develop test scripts/scenarios from business process models, use cases, requirements and business rules
• Ability to make decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information.
• Ability to acquire an understanding of the underlying issues in complex problems or situations by correctly relating these to simpler or better understood concepts, models or previous experiences.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Familiar with Medicaid Information Technology Architecture (MITA)
• Familiar with Medicaid Enterprise Certification Toolkit (MECT)
• Commercial insurance and/or health care data experience
• IBM Rational Quality tool suite
• IBM Service Manager
• ITIL knowledge
• Experience with IEEE, ISO
• Programming knowledge is a plus
• Public sector experience is a plus
• Project Management skills are a plus

REQUIRED EDUCATION:
Bachelor's degree in a technical, business, or field. Master's degree is desirable. Years of experience can substitute for formal education.
