SCOPE OF SERVICES 
This position will work with all levels of the agency in assessing needs for various business functions. The person will be responsible in identifying and analyzing options for implementation of variety of new features, enhancements and fixes in Peoplesoft. Additionally, the candidate will need to perform detailed requirement gathering, compile business and functional design documents, create and execute test plans and assist with user acceptance testing and end user training. Applicants for this position should possess strong verbal and written communication skills and have significant experience interacting with business users at all levels.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Lead effort to Gather, analyze and document business requirements and process flows.
Guide, inform and instruct business users on system functionality and features.
Configure PeopleSoft applications to meet business requirements.
Conduct testing.
Train business users.
Lead or contribute to projects.
Research and resolve system errors.
Support project task management, as needed.
Status reporting.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Familiarity to PeopleSoft HCM will be a plus.
Excellent written and verbal communication skills, with strong organizational and analytical skills and the ability to effectively present information.
Ability to create complex queries and report generation tools.
End-user training development and execution.
Expert In PeopleTools, Application Packages, Application Engines, PeopleCode, SQR, BI Publisher, PeopleSoft Internet Architecture.
Setup of WebServices - Deployment, creation of new WSDLs.
Setup of Integration Broker Gateway, Integration Broker Nodes, Messages, Queues.
Configure new Peoplesoft FSCM (Financial system) – Asset Management, Maintenance Management, Resource Management, P2P, Inventory and familiarity with other Supply Chain Modules.
Prepare and/or review end user documentation, training materials, curriculum and schedule.
Take ownership of functional issues by identifying underlying problems, analyzing potential solutions, and implementing system resolutions, including workarounds. Respond to production issues encountered during after-hours batch processing as required.
Facilitate large-group project related sessions, organize and run conference room pilots.
Meet with business users at all levels to define and analyze functional requirements for fixes and enhancements.
Analyze and facilitate redesigning business processes around best practices.
Fit/Gap Analysis
Must have strong experience in requirements gathering for software development projects. Lead initial discovery and gather business requirements.
Act as the subject matter expert in all major FSCM modules.
Act as the functional lead for PeopleSoft FSCM v 9.1.
Functional expert with at least 7 years of PeopleSoft FSCM(PeopleSoft Financial ) experience.
Oversee the creation of high level design documents- Configuration Documents, Functional Design Documents, Design and build entire Functional Prototype and Functional Test script creation/execution.
